UK Sweets & Confectionery Labelling Requirements

Selling sweets, pick-and-mix, chocolate or fudge in the UK? Find out what information may need to appear on your labels, how allergen declarations work and why the way you package and sell your sweets matters.

This practical guide is for sweet shops, online sweet sellers, small confectionery makers and growing brands preparing packaging artwork.

Are Your Sweets Prepacked, PPDS or Loose?

The correct classification is important because the labelling obligations are not the same for every sweet business.

01 · Prepacked

Prepacked Sweets

Sweets packed before being offered for sale, such as sealed branded bags sold online or in shops. These generally require a fuller set of mandatory particulars on the packaging, subject to applicable exemptions.

02 · PPDS

Packed for Direct Sale

Food packed on the same premises from which it is sold, before the customer selects it, can fall under PPDS rules. The packaging generally needs the food name and a full ingredients list with allergens emphasised.

03 · Non-prepacked

Loose Pick-and-Mix

Loose sweets selected by customers, or packed only after they order, are generally treated differently. Allergen information must still be provided, but a full printed ingredient label is not always required in the same way.

Important: Online sales, distance selling, delivery arrangements and the precise packing process can affect which rules apply. Do not assume every bag of pick-and-mix is PPDS or that all sweet packaging follows the same rules. Check the current guidance for your business.
Prepacked sweet label checklist

What Information Might Your Sweet Label Need?

For standard prepacked sweets, check each applicable requirement before approving your label design. Certain products and businesses qualify for exceptions, so this is a starting checklist rather than a substitute for regulatory advice.

Name of the food

Use a name that accurately identifies the sweets. A brand name or playful product name may not be sufficient by itself.

Ingredients list

List ingredients in the required order, including relevant additives and compound ingredients where applicable.

Allergen emphasis

Clearly distinguish declarable allergens within the ingredients list, for example using bold type. Check cross-contact information separately.

Net quantity

Show the net weight or other required quantity declaration in appropriate units, such as grams.

Date marking

Include the appropriate best-before or use-by information where required, together with relevant storage instructions.

Business name and address

Provide the responsible food business operator details required for the market where the product is sold.

Nutrition information

Nutrition declarations are required for many prepacked foods, although exemptions may apply to some products or producers.

Other applicable particulars

Depending on the product, this can include origin information, special storage or use conditions, quantitative ingredient declarations and other legally required details.

Don't forget legibility. Mandatory information must be easy to find and read. Minimum type-size rules may apply, with exceptions for smaller packaging. Plan your label dimensions around the information you actually need.
Allergen labelling

Allergens Matter on Sweet Labels

Confectionery can contain or come into contact with allergens such as milk, soya, nuts, peanuts, wheat and other cereals containing gluten. Ingredient lists and supplier specifications need checking carefully.

For prepacked foods and PPDS foods, allergens in the ingredients list must be clearly emphasised. For non-prepacked foods, allergen information must still be made available in the manner required by law.

Precautionary statements such as “may contain” should be based on a genuine cross-contact risk assessment, not used as a substitute for appropriate allergen controls.

Artwork preparation

Before You Print

Check supplier information

Use current ingredient and allergen specifications for every sweet variety and topping.

Review mixed selections

Pick-and-mix assortments can change; ensure information matches the actual contents.

Make important text readable

Allow space for mandatory information and check the final artwork at print size.

Approve the final information

Check recipes, supplier changes, weights, dates and contact details before printing.

Labels for different sweet packaging

Planning Your Label Layout

You can often separate your branding from detailed product information, provided all mandatory details are presented correctly and remain accessible.

Sweet bags & pouches

Front and Back Labels

Keep your logo and product name prominent on the front, with a suitable area for ingredients, allergens and other required details.

Sweet jars & tubs

Curved Packaging

Measure the usable label area carefully. Large labels can wrinkle around curves; consider separate information and lid labels where appropriate.

Chocolate & fudge boxes

Flat Panels

Flat packaging offers room for square and rectangle labels. Keep mandatory information away from folds, seals and openings.

Common questions

UK Sweet Labelling FAQs

Do sweet bags need ingredient labels?
Prepacked sweets generally need an ingredients list unless an exemption applies. PPDS sweets generally require a food name and full ingredients list with allergens emphasised. Loose sweets are subject to different information rules.
Do I need to list allergens on pick-and-mix sweets?
Allergen information must be available for food sold loose or non-prepacked. The way you provide it depends on how the sweets are sold. Mixed bags packed before sale may be subject to prepacked or PPDS rules instead.
What is Natasha's Law for sweets?
In the UK, PPDS labelling rules commonly referred to as Natasha's Law require qualifying food packed on the premises before being selected by customers to display the food name and a full ingredients list with allergens emphasised.
Do I need nutritional information on sweet packaging?
Many prepacked foods need a nutrition declaration, but exemptions exist. Check whether the rules and any relevant exemptions apply to your products and business.
Can I use one label for several sweet flavours?
Only if the information remains accurate for every product to which it is applied. Different recipes, ingredients or allergens may require different label versions.
Can I put ingredients on a separate back label?
Often, yes, provided all mandatory particulars are displayed correctly, legibly and in the required locations or fields of vision where applicable.
Do sweets sold online need food information before purchase?
Distance selling has additional information obligations. Relevant mandatory information generally needs to be available before the purchase is concluded, with certain particulars also available at delivery. Check the rules for your selling model.
Can Go2Products check that my sweet label is legally compliant?
We can check artwork for print suitability, but responsibility for the accuracy and legal compliance of food information remains with the food business. Consult the relevant regulator or qualified adviser if unsure.
Official guidance: For current legal requirements, consult the Food Standards Agency's packaging and labelling guidance and the relevant UK legislation. This page provides general guidance, not legal advice.
